Why do they say it’s better to have a dead person in the house than a Marche native at the door?

The saying, particularly well-known in the regions of Central Italy, seems to refer specifically to the papacy of Sixtus V. The Pope indeed chose his fellow countrymen from the Marche region as tax collectors, who had the task of knocking on every door in the Papal States to collect the taxes.
